The award was presented by Supreme Allied Commander Europe (SACEUR), General Christopher G. Cavoli, and Allied Command Operations (ACO) Command Senior Enlisted Leader (CSEL) Chief Warrant Officer Kevin J. Mathers during the Command Senior Enlisted Leader Conference (ICC) in Garmisch-Partenkirchen, Germany.
